feat(security): audit-hardening pass for secret and misconfiguration scanning (#977)

Releases the audit-hardening pass merged in #977 with a conventional
commit subject so release-please picks it up. The squash-merge of
#977 used a bare descriptive subject ("Audit-hardening pass for..."),
which release-please skips by design. Body of #977 already lists
every individual change including the new misconfig acknowledgement
system, scan dedup, tmp-dir sweep, SARIF cap, and tests.
