feat(security): audit-hardening pass for fleet-replicated CVE suppressions (#976)

Releases the audit-hardening pass merged in #976 with a conventional
commit subject so release-please picks it up. The squash-merge of
#976 used a bare descriptive subject ("Audit-hardening pass for..."),
which release-please skips by design. Body of #976 already lists
every individual change.
