Vendor the route-53 2013-04-01 Smithy model at the pinned commit, add the Route53 service, and pass route53awsapi.OperationInventory() to the generator. coverage.json and docs/coverage/route53 now list the 13 served operations; the Spinifex activation extensions stay out of the model count. The generator now fails when a served service has no embedded model, so the next one cannot drop out of the report silently. Request encoding skips rest-xml by protocol, which covers Route 53 as well as S3.
