docs: publish only the AWS operations Spinifex serves

Browse Source 
The coverage pages led with a percentage and an "x of y" count, and every
table listed the modelled operations Spinifex does not implement, which reads
as a scorecard against AWS rather than a statement of what the platform serves.

A published page now opens with the operation count alone, tables the
operations the gateway serves, and carries a separate not-applicable table with
each reason inline instead of footnotes. The unimplemented operations and the
counts move to docs/coverage/internal-report.md, which no docs-site slug points
at. A service with no implemented operations has no publishable page.

Run `make aws-model-coverage` to regenerate them and print a summary. A published page names the operations Spinifex serves and the ones the platform will never serve, with the reason for each. It carries no percentage and no unimplemented operation: the same run writes those to [`coverage/internal-report.md`](coverage/internal-report.md), which no slug in the docs site's configuration points at, so it stays internal.
## Frontmatter
Each published page lives at `<category>/<slug>/README.md` and carries YAML frontmatter that the docs site turns into page metadata. Three fields have length rules, because search engines flag a title tag or meta description that falls outside them:
