fix: fail closed on incomplete instance inventory during account teardown ( #1200 )
...
Account teardown listed instances account-wide through a path that returns
whatever nodes answered. A silent or erroring node, a node answering twice,
or a failed instance-bucket query gave a short list with no error, which
teardown counted as drained.
Add DescribeAccountInstancesComplete, which requires a clean reply from
every configured node by node ID plus both instance buckets, and otherwise
returns a retryable ServiceUnavailable. Thread the configured node set into
the teardown engine from the admin API and the CLI. The engine already
aborts on a listing error, so the account stays TERMINATING and storage
teardown does not run.

fix: keep the bootstrap 403 visible to heartbeats in rds-agent test
...
The fake control plane returned the scripted 403 once, then failed every
retry with "returned no config", overwriting the failure the heartbeat
reports. The test only passed if a beat landed within one 1ms retry
interval. A persistent fake error keeps the 403 on every retry.

docs: document disabling overlay IPsec for trusted fabrics

The VPC networking guide had no mention of IPsec, so an operator reading it
had no way to discover that the geneve overlay is encrypted by default or
what turning that off is worth. Add a section covering the default-on
posture, the topologies where disabling is and is not appropriate, the
measured cost on the ConnectX-5 reference cluster, and the full procedure.
Correct the performance-tuning guide's claim that a manual
"ovn-nbctl set NB_Global . ipsec=false" is transient because the daemon
reconciles it. That holds for the enable direction only: ReconcileOVNIPSec
returns early when IPsec is disabled, so it stops requesting encryption but
never clears NB_Global.ipsec or other_config:ipsec_encapsulation. Both are
left reading true, which makes the control plane disagree with the config.
Document the manual steps as a required complement to the config change.

Deleting a route, disassociating a subnet or Elastic IP, revoking a
security-group rule, detaching an internet gateway and deleting a launch
template version each ran on one click. They now open a confirmation
dialog, and a failed launch template version delete is reported instead of
silently leaving the row.

fix(spinifexui): delete the launch-wizard security group when a launch fails

A failed RunInstances or ingress authorize left launch-wizard-N behind, so
the retry, which reuses the same default name, failed with
InvalidGroup.Duplicate. The security group list now also refreshes after a
failed launch.

fix(spinifexui): validate the VPC wizard's real subnet plan and report every created subnet
...
The wizard validated only custom CIDRs, so a default plan that overran a small
VPC, or a custom CIDR overlapping a default, passed the form and left a
half-built VPC. Validation, the mutation, the preview and the CLI panel now
share one resolved CIDR list, and subnet errors are shown.
Subnets are created with allSettled so a failure still reports every subnet
that was made, and the calculator packs private subnets after the public ones
when the VPC midpoint leaves no room.

fix(spinifexui): accept /0 to /32 for the launch wizard's custom SSH source

The custom CIDR used isValidCidr's VPC defaults of /16 to /28, so a single-IP
source such as 203.0.113.5/32, 10.0.0.0/8 and 0.0.0.0/0 were all rejected.
AWS accepts any prefix for a security-group rule source.
Rebuilds frontend/dist, which also picks up the signature-error logout fix.

fix(spinifexui): stop silent connections blocking the TLS split listener
...
Accept read the protocol-detection byte inline with a 5s deadline, so each
client that sent nothing stalled every new visitor. Accept now returns the
TLS-wrapped conn immediately and the first byte is sniffed on the first
handshake Read, in the connection's own goroutine.
