fix: record the OCI SDK's own dependencies in go.sum (#1115)

spinifex/cloud/oci imports oci-go-sdk directly, but go.mod listed it as indirect
and go.sum was missing three of the modules it needs — sony/gobreaker/v2,
gofrs/flock and youmark/pkcs8. The module therefore only type-checked inside the
go.work workspace, whose go.work.sum happened to carry them, so a standalone
checkout failed to build and the linter reported it as a typecheck error against
an unrelated file.
