fix: repin predastore to the commit carrying the pkg/ layout

The branch imports predastore/pkg/auth, predastore/pkg/ratelimit and the
root predastore package, none of which exist in the pinned v1.15.0. Every
build that goes through the go.work workspace resolved those from the
sibling checkout and passed; the e2e binary build on the CI runner uses a
bare checkout governed by go.mod alone, and failed to resolve them.
