* fix(lint): set new react-hooks compiler rules to warn

eslint-plugin-react-hooks@7.1.x added React Compiler compatibility
rules. Set them to warn rather than error so CI passes while we
adopt the patterns incrementally. The React Compiler itself is not
yet in use in this project.
