test(replication): cover backlog metrics outage e2e
Add a focused end-to-end test that exports bucket replication backlog gauges through OTLP while a slow target keeps worker backlog observable, then verifies recovery drains the current and MRF pending gauges. Co-Authored-By: heihutu <heihutu@gmail.com>
