Jamie Tanna f52629af41 refactor(instrumentation): instrument getMatchingFiles (#46604) ...

As part of investigating a `filter packageFiles for managers` span
taking ~2.5m on a very large repository, this gives us the cost of
matching a manager's file patterns against the repository's file list,
as distinct from the `getFilteredFileList` span nested inside it.
