Put thaw, every-covered-filesystem writes and workload liveness in the opening precaution. Keep post-backup evidence independent of Pulse and QGA, spell out the four prior service/timer states and verify timer restoration without starting a previously inactive server. Cover the rendered decision table and preserve the documented command allowlist.

Contract-Neutral: Clarifies the existing manual backup precaution and prior-active restoration; no collector, service, scheduling, permission or frontend runtime contract changes.
