The departmental-token report in Pulse #2756 distinguishes intended access denials from missing monitoring rights. Explain the existing per-connection selection limit, why display and alert filters do not stop reads, and why those denials do not justify broader grants or unhealthy-node conclusions. Preserve the same boundary in shipped help and a focused documentation assertion.
