pulse-triage[bot] e1b3a352c5 Preserve truthful partial-stop recovery in legacy controls 
An owned activation link may already be disabled before a later observation fails; assert exact service/PID/credential retention without re-enabling it. Require the old installed-script PID-erasure adverse control, keeping that runtime observation distinct from credential erasure and new renderer behaviour.

Contract-Neutral: Verification and precise contract documentation only; the production installer is unchanged.
