Correct the empty-heading control and retain current signed-archive selection and loss-aware rollback terminal checks. Reviewed runtime commits a2fc29b70b and 227657b1b0 replaced the old installer and unconditional receipt writes; this changes no runtime or release gates.

Contract-Neutral: Test-only alignment with already-reviewed release signing and recovery contracts; no runtime, policy, qualification requirement or public content changes.
