pulse-triage[bot] 889c6d52b6 chore(governance): register auto-update RETURN-trap completion pair ...

Register 564c235e32 (runtime) with bb25e3ec03 (contract + Go proof) as a
reviewed completion unit so the per-commit canonical guard evaluates them
together rather than rejecting the runtime commit for a missing same-commit
contract and verification artifact.
