Two completed PR runs put 24 minutes of overlapping package test time on rest-1 versus 14 on rest-0. Assign whole package binaries deterministically by recorded cost while deriving exhaustive coverage from the checked-out go list. Keep both required check names, every race test, failure propagation and the separate contiguous internal/api shards unchanged.
Contract-Neutral: Rebalance existing CI work only; no runtime, required-check, exhaustive coverage, race-test or dependency-admission contract changes.
