Normalise the authored release-note fixture's final newline

Remove only the extra trailing blank line that rejected the candidate's base-to-head diff. The release prose, validation behaviour and published notes are unchanged.

Contract-Neutral: Fixture whitespace only; no release-note validation, qualification policy or product behaviour changes.
