rcourtman c7ac6ac86a Pin the Pro promotion terminal annotation where it now lives ...

The promotion caller now owns the terminal failure annotation, so a
re-dispatched refusal leaves none behind. The release-asset contract
test still pinned the old annotation inside wait_for_workflow. It now
pins the caller's annotation and the source-check refusal gate.
