pulse-triage[bot] 6d654f3984 Bind complete rc.d renderer in removal controls ...

The renderer contains nested functions inside its heredoc; extracting at the first closing brace never exercises its stop function. Bind its full top-level body and inject missing sysrc in the executable model reached by timeout.

Contract-Neutral: Confined test extraction and missing-tool modelling only; no installer or contract behaviour changes.
