Require a kernel absence observation for the recorded timeout child instead of treating missing /proc or missing PID evidence as cleanup. Exercise live, reaped, missing and refused observations. Bind repeated stdlib-only process/flash/signal models to the runner's selected isolated Python, preserving every existing adverse control. Record cumulative and per-control timing so the unchanged two-minute suite limit cannot be mistaken for a particular hung case.

Contract-Neutral: Native NAS test harness only; production installer behaviour, process ownership, safety deadlines and public contracts are unchanged.
