The scheduled scan at 41715cf2 retried a refused Docker Hub control-plane read four times, then attempted aliases through a second script. Stop explicit registry or attestation access refusals on the first response, retain the exact target and exit, and run aliases only after exact-container verification succeeds. Keep both registries, every digest and source-bound attestation mandatory; unrelated Helm evidence remains independent.

Contract-Neutral: Fail-closed refusal handling and diagnostic ordering only; public registry, digest, provenance and release activation requirements are unchanged.
