pulse-triage[bot] 319b52a1ef test: verify PBS history across isolated writer processes ...

The previous replacement test recreated monitors inside one Go process, leaving process-local state as an untested source of false confidence in PBS history continuity. Run each writer generation in a separate bounded child process and verify durable samples after both exit, so cached offline observations cannot manufacture history while equal-valued recovery observations remain retained.

This is synthetic persistence regression coverage, not qualification of a running Pulse server restart or real PBS outage. The change is test-only and does not alter production behaviour.
