pulse-triage[bot] 4587c9cb28 test: protect ntfy severity and recovery transitions ...

Separate firing and recovery tests do not detect generated metadata leaking into a shared destination configuration. Exercise warning, critical, recovery and warning again through local HTTP receipts, checking severity fields and input immutability without claiming handset delivery.
