pulse-triage[bot] 57cd5171c2 Include startup coverage in the monitoring fixture expectation 
The first correction exposed the later monitoring-specific assertion in the same test. Align that exact list too, without changing policy or coverage. All 132 governance fixture tests now pass under the confined native-Git fixture executor.
