pulse-triage[bot] 51db712d85 Reject incomplete smoke-test discovery before execution ...

The current runner hides find and sort failures in process substitution. A partial passing list can omit a failing check and return success. Admit the complete pipeline first, preserve explicit subsets and full failure collection, and exercise the actual runner against both producer failures.

Contract-Neutral: Script test harness and connected regression controls only; no product runtime, installer, workflow selection, deadline or subsystem contract changes.
