Replace ignored stop and disable failures with bounded complete state observations and independent inactive/non-enabled readback. Reconcile helper socket and service together, and quiesce the full uninstall activation set before remote or local mutation. Preserve failed runner revocation material and existing saved-state, token, trust and platform boundaries. Add executable production-shell refusal, reactivation, timeout and owned-cleanup controls.
