Reload non-default organisations through their own persisted runtime rather than copying the default config and restarting shared monitoring. Use the same scoped loader at cold start, retain process environment locks and instance identity, and fail closed when a scoped apply is unavailable. Keep the default instance reload and existing archive/auth contracts.

Contract-Neutral: Restores the existing selected-organisation isolation and recovery contract without changing archive formats, public API fields, authorization or guest/lifecycle guarantees.
