Current PR2795 native CI fails on all four Unix runners, and Build rest-0 fails, because the extracted URL fixture omits read_update_service_state. Source the complete helper with bounded confined transport/manager doubles and a real versioned executable fixture. Verify exact paired target URLs, one installer handoff, prior-active/inactive reads and fail-closed refusal before downloads or backup for failed, partial and duplicate observations.

Contract-Neutral: Repair an incomplete updater test fixture against the existing service-state, versioned-installer and restoration contract; no production or contract delta.
