Align Python preparation with the existing Go reader-facing contract. Accept authored titles with or without the legacy suffix, require exact first-heading identity, and reject malformed headings even when prose repeats the version.

Contract-Neutral: Test-only alignment with the existing release-note identity contract; no runtime, policy, packet, qualification requirement or public content changes.
