rcourtman 14cbaaad9c fix(release): accept cumulative prerelease changelog bases ...

The release train explicitly compares the full beta range with the previous stable. Accept that supported base as well as the default previous numbered prerelease, while rejecting missing, ambiguous and unrelated comparison bases.

Contract-Neutral: Align release packet checks with the existing metadata contract. No public install or runtime contract delta.
