security: prevent user settings from being committed to repository

- Add data/alert-rules.json to .gitignore to prevent custom alerts from being tracked
- Add data/custom-thresholds.json to .gitignore to prevent user threshold configs from being tracked
- Remove previously committed user-specific alert rules and threshold configurations
- Create template files showing expected structure without sensitive user data
- Ensures user privacy and prevents accidental exposure of monitoring configurations
