Preserve unchanged optional WASI lock representation

PR3208 hydrates six bundled child metadata records beneath the unchanged optional wasm32 Tailwind tarball. They add no new package payload, but lack standalone registry URL/SHA512 required by assigned graph acquisition. Restore main's representation of that unchanged subtree, retaining its official parent URL, whole-tarball SHA512 and bundle dependency declarations. Every intended main-UI update remains; exact offline installation and browser proof are still required.

Contract-Neutral: Lock metadata normalization only; no package payload, runtime contract, security floor or acquisition check changes.
