Classify the native CORE reporting fixture for canonical verification

Bind the anonymised JSON regression input to the existing TrueNAS runtime proof policy. The repair restores existing canonical behavior and has no public contract shape change; its source, tests and substantive monitoring account remain in the preceding commit. Change-source: pulse-maintainer
