fix(frontend): declare ES2022 lib for .at() usage

The frontend source uses Array.prototype.at()/String.prototype.at() in 83 places, but tsconfig declared only the ES2020 lib. Type-checking passed only because @types/node 20 shipped an .at() compatibility polyfill; @types/node 26 removes it, which is why Dependabot #2099 failed Frontend tsc with TS2550. Declare ES2022 so the compiler knows the runtime methods the code already relies on. Build target stays ES2020.
