Run organization fixture lifecycle controls before browser fanout

Include the organization request-bound, owned-cleanup and native backend diagnostic controls in the existing fixture validation step. These tests must protect future changes in recurring CI as well as the focused native proof.

Contract-Neutral: CI wiring only: execute existing fixture controls in the existing validation job. Source-bound image distribution, fixture behavior and all runtime and test deadlines are unchanged.
