Correct the token-help browser scope count

The real scope table contains the 15 selectable UI scopes plus the wildcard row. Count all 16 entries rather than rejecting the correctly rendered reference. The corrected Chromium and phone-emulated WebKit run passes with all six screenshots inspected; shipped documentation and suite-covered source are unchanged.
