Record bounded Audit Log header browser verification

Bind desktop, narrow WebKit and intermediate-width title/action containment, keyboard and touch interactions to the exact SettingsPanel content. Preserve the parent clipping control and native pixel observations in the lane receipts. Change-source: pulse-maintainer
