Keep safe reporting help bound to reviewed documentation

Browse Source 
Correct the report-form branch-tip documentation links rejected by PR2463 script smoke tests. Pin both links to the retained reviewed troubleshooting guide and keep its safe-collection fragment and all reporting guidance unchanged.
