⬆️(frontend) upgrade livekit-client and @livekit/components-react

Bump livekit-client 2.20.0 -> 2.21.0 and @livekit/components-react 2.9.21 -> 2.9.23. Patch/minor upgrade with data streams v2, data channel flow control and reliability fixes, iOS Safari double-playback fix, and a build-time type resolution fix for `skipLibCheck: false`. No breaking API changes.
