🔖(minor) bump release to 1.37.0

Release images were building the JS bundles under QEMU for arm64, which
took most of the 10 to 17 minutes spent on each frontend image on CI.

Since the output is mostly static files, we can use the build platform
for the multi stage build steps of frontend images and share them
between architectures.
