Update Windows binaries to BetterDesk v2.1.1

- Compiled hbbs and hbbr for Windows x64 with all v2.1.1 features
- Now includes: /api/peers/:id/change-id endpoint
- Same features as Linux binaries
- Built natively on Windows with Rust 1.90.0
