feat(web): tenant list shows plan badge (Community/Pro) instead of Preview

Browse Source 
The green "Preview" badge was the activation-gate whitelist marker from the
preview era. With public availability + auto-approve live it carried no
information. Rows now show the plan tier (legacy "enterprise" resolves to
Pro, everything else Community); the amber "Waitlist" badge still appears
for unapproved tenants.
