chore(ci): rename SWA workflow to deploy-web.yml with neutral deploy-token secret

The brave-grass filename and secret name referred to the pre-migration
Static Web App hostname. Workflow now matches the deploy-backend/-mcp
naming scheme and uses AZURE_SWA_DEPLOY_TOKEN (already set to the new
SWA's token). The old secret is removed after the first green run.
