feat(web): add IP/licence terms, enforcement ladder, security reporting
- Intellectual Property & Licensing section: the repository licence governs the code, not the hosted service, its infrastructure, its data, or the name and branding. Customer data stays with the customer. - Acceptable Use now states the enforcement ladder (warning, reduced rate limits, suspension, termination) instead of an unqualified right to suspend, and routes security research to GitHub Security Advisories with explicit testing boundaries.
