Migrate MaintenanceService, IngestEvents processing, UpdateAdminConfig to DAL

- MaintenanceService → IMaintenanceRepository + ISessionRepository + IMetricsRepository
- IngestEventsFunction.Processing → updated repository references
- UpdateAdminConfigurationFunction → IMaintenanceRepository
