fix(web): always render the diagnostics opt-in in the report modal

Browse Source 
Hidden-when-unavailable read as missing. The block now always shows:
active checkbox when the session has an uploaded archive, disabled with
an explanatory hint when it does not. Submit semantics unchanged.
