fix(web): rename Email to "Communication Email (optional but recommended)" + center Submit Logs card

Submit Logs (tenant settings) and Report Session modal both relabel the
email field so users understand it's the channel we may reply on; the
Submit Logs card also gains mx-auto so it sits centered in the wide
tenant-settings layout instead of left-aligned.
