feat(email): branded header image, sign-in link, drop preview banner in welcome/farewell mails

Browse Source 
- header is a hosted PNG (www/email/header.png, rendered from the brand mark +
  wordmark) on a solid bgcolor band; mail clients drop CSS gradients, which left
  the old header white
- welcome mail links "sign in" to the portal, active-development banner removed
- em dashes replaced with en dashes
