rules: renumber Secure Boot rule to ANALYZE-SEC-008 — SEC-002 is a retired ID
ANALYZE-SEC-002 was the sunset AutoLogon rule; BuiltInRulesTests pins that the ID never returns (the CI failure on main). Reusing a retired ID would also inherit any historical tenant state keyed to it. Rule content is unchanged. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
