Paul Lorenz 447c59d5f0 Replace timing sleeps in the sticky terminator test with state polling. For #4445 ...

- backports the test race fix so the cost and precedence assertions wait for the
  update to land instead of sleeping 100ms, which was not enough under CI load
- adds waitForTerminatorState, which polls a service's terminator list until a
  predicate holds or the timeout expires
